I guess it is possible. When you divide his exp with the exp needed at lvl 108, it comes out to 0.99999(then a bunch of other numbers). Does the game just drop any numbers that follow the 4th digit or something like that?

It's not impossible. I screenshot'd it every single time it happened to me. I don't know why people think it's so impossible. I heard it was only impossible to be 99,99% at level 199.
