it is normal. at one point nexon made a point to "promote" internet cafes, and added some internet cafe weapons that can be obtained on certain maps. Also in Kerning City, there's an internet cafe room that you can only access from a cafe.

Internet Cafe is a place where people go to to play games. such as in China and Korea there are buildings where you can go sit and play games that is on a computer. There are sections to each game too.
