Hes' in the sleepywood ant tunnels. You have to go pretty far, but you should run into a map with a couple of npcs. If you hit cold eyes or those spear dudes, you've gone too far. You want the teal / aqua star. Happy? =]

I'm not sure if this is it, but do you mean the piece of paper in ATI or the actual person is deep, just keep going through the ant tunnel until you find the significant one (like 20 maps from sleepywood), there should be a rope and there you are...i think XD @itsafaisco....? @Recule..I was gonna post that, also it's more of an aqua than teal.
