Why cant i put AP into HP?

So For my ring mule, im trying to Make an Adventurer HP Warrior. Got it to lvl 10, put the ap on str/dex then continued to lvl. When i got to lvl 11, i couldnt put any points into HP. Why? I lvled to 12, still couldnt. Lvled to 13, STILL couldnt. Someone told me "The game doesnt allow you to put AP into things you dont need" Well, it allowed me to put 1 into INT , the arrows for int/luk are lit up, but not HP/MP. You can put them into HP after level 15 or 20 I forgot which one

Nexon changed it so you can only start putting AP into HP at level 20+. Save the AP (:

Well, you can just HPQ to level 20. It takes only a few PQs.

Well, what i kinda found easy was to Go into kerning subway, Use my mule as x2 exp, while i get x2 drop on my Sin and try to get Ms shield. I actually got like 50% yesterday on my lvl 53 Sin o_o
