How does one get this spectacular item?

The welcome back ring only gives 80% bonus party exp and can only be used if the person is in the same map as u -_-. so lame, gotta take my mule to tot if i want the exp

Then, as I was sitting there getting ready to log a ticket (and cursing at them a bit.. xD) to Nexon, it re-appeared. I told my cousin to do it and it worked for him, and seems like it's working for other people as well.

So if the ring increases the exp by 80% then would it be beneficial to have mule? Whats the exp cut when you party with 1 person? 50%?

I doubt the exp increase gets cut... But then again I might be wrong knowing Nexon. I don't know anyone who hasn't played for 3 months to try and test it.
