If you scroll all the way to the bottom of the next patch info, you see a picture of a "Neo Eclipse". The caption includes, "Use the Platinum Scissors of Karma to enable an item to be traded one time." I'll go first... I plan to transfer an untradeable Tree Branch Nose and a Bamboo Spear from my Marksman to my DrK.

Platinum Scissor of Karma does NOT bestow tradeability on just any currently untradeable items. Similar to how SoK works, there will be an extra string in the item's data stating whether or not it is PSoK-able. That said, unless you have seen Item XYZ being PSoK-able, do not assume.
