Suicune uncatchable by non-master ball?

The title pretty much says what I went through. I've spent just about an hour trying to catch Suicune (without using the master ball) and that completely failed. I had it paralyzed and at (almost) 1 HP. And it still managed to break out of (here's the list): 2 Premier, 2 Heal, 2 Lure, 3 Dusk, 2 Love, 24 Ultra, 2 Heavy, 5 Luxury, 1 Level, 7 Quick, 21 Poke (regular), and 15 Great Balls. Finally was forced to use my Master Ball, then restart the game cause I'm not wasting a Master Ball on Suicune. Are there any suggestions as to what else I could do to catch this thing? I don't feel like wasting another hour on this. Edit: I am indeed talking about HeartGold.

Off Topic: Is it POSSIBLE for Mewtwo to get timid nature? I have 2 master balls. First one used on Lugia, now I'm using 2nd on Mewtwo. It's my 45th try and its still getting Jolly/Hasty most of the time.

timer balls or quick balls do the trick for me. on both palkia and dialga i took em with 1 quick ball on both playtroughs

Get a ghost type pokemon that can learn hypnosis or other sleep move and can learn spite make sure it can survive against suicune start with a pokemon that can knock off suicunes hp by a good amount or use a move like super fang (or was it hyper fang, the one that reduces hp by 50%) change to a pokemon with false swipe switch to ghost type with spite and reduce its sp to 1 switch to ghost type with hypnosis if pokemon with spite doesnt have it throw pokeball and make it sleep
