Too late to do SP quests?

I reached level 30 on my evan and noticed that I only have level 18 dragon soul and level 10 teleport. Rest is maxed. So im wondering if I can still go back and do the SP quests to get back the SP from the previous growths?

Yes, you can get them. I had the same thing.
