Forging a NRW from Fiona?

Hey guys, I'm going to hit level 90 on my sader soon, so I thought I might want to make a NRW. I've finished the quests: the fallen woods, the brewing storm, stemming the tide, and storming the castle, so I think I'm supposed to be able to upgrade raven equips. Right now, I can talk to Mo, Joko, and Taggrin, but for some reason, Fiona won't talk to me =( First I click once, wait half a minute, double click, wait, etc, but no text box comes up. Do I need certain items in my inventory, or are there other quests I have to do? Is anyone else having this problem? =

I finished a crap load of quests x.x Reversal, cleaning up the streets, lost, urban jungle... Are any others necessary?
