Ice Beam Or Lightning?

I have made an I/L Wizard and am wondering should i put sp into lightning first or ice beam? P.S What are the stats on the Dragon Glasses and can you still get them? I have a lvl 22 evan and if the glasses are good ill get that to 30 and get them Thanks

1.If you plan on CPQing then I would suggest Lighting first for mobbing. 2.The Lvl 30 Evan Glasses give Hp and Mp.
