I've only seen a hand full of people on Basil with it, where can you get the Smiley/Angry/Sad face masks from Gacha? Also, how much do 70% Top for Luk Scrolls go for? Thank you for your time.

lol its real 100% ive seen them in game. only smiling masks though ive seen level 10 untradeble and level 25 tradeble but nothing else.

the smiling mask level 10 comes from henesys gach not sure about perion and the level 25 ones i have abosolutely no idea he wont tell me.

There is one tradeable and one untradeable one although I'm not sure if you can still get the tradeable one. They come from perion/hene gach I believe maybe one or two others as well. GhostSmiles of Bera has one of each if you know him, you might find him in FM. Apparently he's selling the tradeable one for a few bil lol. They're quite rare but occasionally you do see people with them edit: the untradeable ones are starting to become a bit less rare ever since people started hene gaching I believe.

The level 25 smiling mask? I'm not sure but I dont think you can get it anymore. As for the level 10 mask, you can still get it from Henesys gach.
