Could someone explain exactly how it worked? On my bishop, lv2 MW only raised int, but not anything else. thought it raised all stats.

It does. But level 2 MW (read the description) raises all stats by (I think) 1% of the base amount. Assuming you have 4/4 Str/Dex (BASE, not with equips), 1% of 4 is... 0.04. Not gonna add anything.
