Dragon Pet and the colors?

Can someone explain how the dragon pet works to me? If you don't get the color you want the first time? How much is it to keep trying till you get it? How long does it take to grow the dragon into the full form from the baby?

You need to use the rock thingy from cash shop and you go to the person in NLC

Once the Baby Dragon's level 15, use the Rock of Evolution from the CS to transform it. The colors (Blue, Red, Green, and Black) are chosen at random. Black's the rarest, with blue being the most common.

you can keep useing the evolution rock over again to get a new color and red is the most common
