What happened to the lv 200 npc

I was doing the lv 50 Evan mount quest and I saw that there is no more lv 200 npc but only fangblade what happened?

My theory is, they'll start introducing the lvl 200 NPCs a few at a time for quests, just like FangBlade But then again I might just be wrong
