So i was wondering.. if i max Teleport and all that stuff by level 30, and i get the MG mastery book and the other ones, will i be able to max it before 30? or was it intended to be continued being added on after 30 Thanks

Buying the mastery book does NOT create levels in Magic guard. The mastery book "unlocks" levels 6 through 20 only. You will still have to level to add points into each skill. This follows suit with Magic Booster and Crit.
