Why can't males hit females?

I've made this thread before a long time ago, but there was something that wasn't clear of. Is it or is it not allowed to hit females, if you are a male? Basically can a male hit a female, if the female throws the first punch.

By law a man can hit ANYONE if they (the girl) attacks first. So if a women hit a man he is allowed to strike back, same way vise-versa if a male hits a girl she can strike back by law.
