You don't need a mastery book if you are ok with lvl 5 magic guard...

I've been hearing a lot with the Magic Guard mastery that it's glitched and can only go up to 18 =/

You need a mastery book for it cause my evan is lvl 39 and still no book so i gave up and bought one :P andits nerfed like it only does 70% of damage (read that on a guide somewhere on basil)

its glitched for me only goes to level 18 =[ but some friends have it at 20. i guess i was just one of the unlucky people

In KMS, it's only 70% and 300 or 350 seconds, I believe. Apparently in GMS it's been raised to regular MG standards, though the time period it lasts for is the same. @Above - As of yet, no monsters drop it, which is why everyone is mad at Nexon.
