A white scroll says that the number of upgrades applied on it due to failure wont decrease the number of slots available so heres my question, if u use a white scroll on an item, then u scroll it and it fails, do u need to use another white scroll to ensure the slot protection or u can use as many scroll as u want on it without the slots getting used up with a single white scroll? (prices on them seem to expensive for 1 time use) (prices seem to less on many time uses)

You need to use 1 White Scroll per Scrolling. Since they cost ~300mil+ then it is only for the very very rich.

One White scroll for each scroll used. So on average, to scroll one slot with 10%'s it would take about 10 White scrolls. or 90 to scroll a whole weapon

Yep you explained it right, One white scroll pero scrolling attempt, if it fails the slot does not substract. Expensive, because they are "rare" (not really there's allways a bunch around they are just expensive items). Imagine if they costed the same as chaos scrolls everyone would be walkign around with perfectly scrolled gear.
