Well seeing as many people outside of North America has gotten the same message, I would say its because you're from Europe. I don't know if you can fix it though :s

I tried using a hotspot shield, but I got my account deactivated for "suspicious activity" and so I had to re-activate my account. So using a hotspot shield seems pretty much useless :/

i tried using hotspot shield too and it worked but it makes me lag so bad that it takes few minutes to load new page so i was unable to do any surveys =/ im from europe too

Anyway, Europeans seem to only be able to get in via a proxy and I know there are some, but not what they're called. (AOL is rumoured to work, but HotSpot Shield is on Nexon's black list)
