Wheres Huges the Fuse?

Hey, I just recently obtained level 45 and was doing the Maker skill quest. However I cannot find the last guy Huges the Fuse. It says he is in Orbis Tower but I looked all over and I can't find him D: Please help? If you know the floor number or something post it please?

Umm, I'm not sure what the map is called, but he is below Orbis Tower, where it's all flooded, and have Scuba Pepe.
