When should I switch PA?

| My current weapon is a 95/13 Karstan (0 slots u/h). When I switch weapons I will be making it using the maker skill using no crystals/ores except for the last two options (since they are possibly end game) I dont have the funds to buy these weapons pre-scrolled, or to buy oodles of scrolls =P Thank you very much for your insight |
