I'm pretty sure you can't buy it. The last armor you can buy in a shop is the level 40 armor IIRC.

you cant buy it, use maker or find it from a drop. i advise getting a blue chainmail (level 35) and 100%dex scrolling it cause u end up with a 14dex overall

You can't buy the armor but it does drop of monsters u can do the iteam maker quest
