I say yes. LUK is only for thieves, but dex can be used for all the other classes except mages ( I think >_>)

I've heard that a luk PAC is worth less than a dex PAC, so if you are the one trading the luk pac for a dex one, then yes it is.

It's worth it if you need it. These trades are mutual. As long as you need the other one, it's worth it.
