Is it smart to buy all the cheap chaos scrolls? and then wait to resell them when they get more expensive****?.... how long do YOU think they will take to go back to their original prices?

I'd say give it 2-4 more weeks before everything returns to normal. A lot of those scrolls have to be used @_@.
