Should I put points into Homing beacon before Flamethrower since I don't think I'll even use FT in 3rd job and I use HH for leveling sometimes. If you disagree tell me why. Oh and I need a P/C on a 96 attack peacemaker hammered twice.

lv1 Homing and lv30 Homing are basically the same thing. All what lv30 Homing does is more damage from the egg throw, but it's a pointless upgrade. Just stick a point into homing and leave it for last.

The only use level 30 homing has is that it's a pre-req for advanced homing in fourth job. If it wasn't you wouldn't bother adding more than 1 point.
