Yea, you have to get to around 70. You get 1 token per level and like 5-10 for 30/50/70/100/120(I think those are right). Basically with only a month Nexon is pushing for people to buy 2x cards.

Too bad it's not tradeable and for the Zhelm you don't need to level a bunch of times to get it. <_< They'll replace zhelms when pigs fly.
