Could I solo the nerfed version of her? If not can I get here stats please?

My Characters: peinhated - 98 Bera Dragon Knight

A level 7x can solo the entirity of Neo City without a huge amount of difficulty. At level 96 provided you have enough accuracy to hit things (don't know how much is required), you should have no issues whatsoever.

All of the bosses in neo city are extremely easy :[ There is, however, one boss that uses Damage reflect, If it happens to be auf, I'm not sure, so just watch out for that Should take a Dk less that 2 minutes per boss.

No, Oberon is the one the used Damage Reflect, Aufheben is the easy one. Anybody can solo a very large amount of Neo City and win easily. At level 96, a Dragon Knight could do this easily.
