What's so good/bad about Neo City?

The only thing the official site says about Neo City is that in the future maple will get destroyed by machines. Anyone want to elaborate?

Neo City = a horribly nerfed Neo Tokyo. A VERY big nerf. Like, a boss at NT has 350m HP, while the same boss at NC has like 400k HP. So pretty much, the high leveled community is dissapointed b/c we didn't get Tokyo and the special content (fast swords, stronger bullets/stars) that comes along with it. The end.

As far as I could see, they don't have great HP/EXP ratios, and it is ridiculously stupid to access. They even butchered the storyline so it really doesn't make sense. The "best" thing about it is the helm at the end, which is 5 to all and 7 slots.
