Does anyone know this movie?

This movie is set in the future, when the sea levels have raised, and there is not much land left. I don't remember too much, but I know that in the movie soil is considered very valuable. One of the main characters turns out to be some sort of mutant or something, that can breath under water (I think), and he dives down often to get soil from the bottom of the ocean. Oh, and the movie is reasonably old. I don't know if I have enough detail there, but that's basically all I can remember. If anyone thinks they might know what I'm talking about, I would really appreciate if they post it. Even if it does not match the description exactly, I may have remembered some parts wrong, so please post anyway. Thanks.
