who drops 60%/70% str top scrolls

yeah im jsut wondering if anyone knows who drops them. i heard monsters in tot/ht/yeti&pepe drop them. so if anyone could post a link or other usefull information about who drop that would be appreciated. its just impossible with all those freaking merchs to find those scrolls in the fm.
