by people I mean the police, parents, etc. Cause everyone knows they do it, but do they enforce it?

Parents : Their decision. Chances are they can't catch them when they do it because you probably do it in secret. They probably won't do anything about it though, because you'll always have dirty thoughts. Police : Only if you're downloading CP or something, or in public.

They care because parents want to control when their children learn about sex, and because of this, they want to have law enforcement preserving the family structure, where parents decide what their children do or do not learn.

(i.e FLE- Family life education or other programs used to create awareness of newborn children). But in this early stage at around 18-, its not really a big concern unless you grow to pursue in becoming a pervert or those millions of websites out there focusing on the topic of intercourse. I mean there are thousands of other things that you can do besides looking at inappropriate things. especially underage pron.
