When making the PIC, do you need to first type in the PIN?

Hey guys a lot of people have been complaining about how people will get hacked right after the patch. Before you first make the ur PIC, do you have to enter your PIN, because if you do, that solves all of your problems.

I still don't understand the purpose of PICs. Aren't they just a second password? The pin system was good because it (somewhat) protected your info from key loggers. Doesn't a PIC just make a hacker's life easier?
