Why cant i use my skill points?im an aran

so im lvl 29 with every skill maxed out but i still have 13 skill points to use. every once in a while i see at the bottom i have to use all of them before i can advance. how is this going to work? do they carry over?

go do all "aran in memory" quests, in one of them you will get a new skill.

Yup, if you keep up with your quests you won't have any extra points... in fact you will end up with a skill that is not maxed.
