It is good 100%ing a karstan?

Hi, i have a lvl 60 aran and this week im gonna buy a karstan. Badly,i capped my DEX at 70 and my question is, with that amount of DEX, to attack good i will need to get a 95+ attack karstan, or only 100%ing it and it will be fine? P.S i will have NX soon so i can buy a good one, but i can save it for other STR stuff.
