I have looked all over for them in construction site north of kerning city but couldn't find any of them.Does that mean no hat for my spearman-to be

The quests are glitched, when they added the subway clean-up PQ they forgot to add them I believe. Or you just can't hit them, either way they are glitched.

Yes, as above poster stated, it is glitched. I'm just waiting till it gets fixed till I continue my soon-to-be-spearman too.

For warriors the quest is glitched. Nexon took out the fire hydrants when they stuck in that new map.
