it is probably just a whole new weapon class. a single weapon, 2 handed, when equipped, makes for a short sword in both hands. That, or still a new weapon class, where you equip two weapons with very low base attack, though I think this to be the less likely option. Even less likely will be that it is two of any existing weapon, equipped at the same time.
