I tried gifting with paypal NX and it says I don't have enough NX cash? o_o

Paypal NX is Non-giftable. You can't MTS it too.

u have to use a nx cash CARD for mts and gifting, and to buy certain things in cs paypal monies doesnt work for those few things actually its to prevent someone using ur credit card to get lots of nx, and gift away then nexon gets stuck with the bill when credit card holder calls in to say he's nvr heard of maplestory f3
