You talk to Meren the blacksmith in Magatia.

CygnusBabii : You talk to Meren the blacksmith in Magatia. This and then u do his 3 quests. then u get the maker skill.

You have to go to Magatia, talk to a guy in a building, and do a series on quests for him. Check your quest window(hotkey "q") for more details.
