Um.. A couple of days ago,when I was browsing around the FM looking for random scroll prices.I noticed this scroll and it was pretty expensive,if I am not wrong it was 200mil not sure or even more.And only if your really rich than it's worth it,by rich I mean at least 2 bil(1billion wont be worth it considering the fact you can buy tons of 30% and 60% 2H scrolls with it).If your merchanting than it's already another thing,also if you plan using it I suggest using it on a high levels sword most likely 110+ or maybe 100+. Edit:My bad it was a 1h sword.
