OMG TT i was going down Ludi town (99 one) and i was at that floor with the scrolls seller i leave to get a drink i come back MY SISTER GOES ON AND BUY THE 10MIL SCROLLS so im just thinking what does it do?

The Secret Spell scroll I presume? It's a scroll used for easier access to acquire your 4th job without having to go hunt these 2 items from Manon and Griffey.

Its for the 4th job advancement. You can sell it in a store for around the same amount and people will buy it. A little higher as a convenience charge and to get around the tax.

People would actually pay a little extra for the scroll instead of going to Ludibrium and buying the scroll themselves.

You can actually make a slight profit off it.. Try to sell in a store for 11 mil, like the guy said above. Not the end of the world.
