outlaw/corsairs?

seems like outlaw/corsairs are dead or slowly dying....(correct me if im wrong) what would be the reason for this?

At the release of Pirates, MANY gunslingers were made, but soon abandoned. Few stayed on the road and survived until the fourth job. Now, people are creating Gunslingers and leeching them to corsair . BUT some people like me, 2/3rd generation gunslingers are getting there.

i just made this slinger and intend to get it all the way.. id say the decrease is the CK and how weak slingers are in the beggining
