CPQ2 and Strafe

So I made the 3rd job advancement, and my first point went into Strafe. I decided to CPQ2 for a while with friends, but when we went in and I pressed Strafe's hotkey, it told me "That skill cannot be used on this map." BS? Why can't we Strafe? Is that why I don't see Rangers CPQing? l:

I Think Outlaws Are The Only One That Can Use 3rd Job Skills In CPQ2 (Burst Fire) Since It's Still Double Shot.
