An abnormally weak cb?

Well my friend is an average lvl 72 cb with no zhelm, a clean dagger and clean equips, He has around 220-240 luk, and around 40 str The problem is, is that he's hitting 3-4k's Is that normal for cbs, or is it terrible? Would getting a zhelm and a scrolled dagger make a huge dmg difference? Did he somehow mess up his stats? I'm a warrior, I only know warrior-related things so that's why I'm asking these stupid questions, Thx for those who have helped ^^

well for one he shouldnt add str if hes a luk dit, unless he plans on converting, and yes scrolling his dagger would make a difference, z helm would help also with his dmg, but other than that he sounds pretty good, also if he doesnt have one already any atk wg would help,though preferably 6+.
