is there some new rule for bishops to be able to wear element wands since last time i played was like 6 patches ago

As of a few patches ago, holy damage has been reduced by 25% if using an elemental equip

There isnt any rule and the ele wands werent meant for bishops (at least the ones so far). The new thing Nexon implemented was the reduction damage which i believe was 25%. That's why bishops cant wear ele wands anymore.

Yes, Nexon changed it so that elemental wands reduce holy damage from now on by 25%.
