Either it's not hungry / thirsty, you're giving him the wrong food, or you need to take it to a vet. :O

I think the problem is that the milk needs to be dog milk, not that yucky cow juice, and make sure it's skimmed so your dog dosn't become too fat.

Maybe it was fed very well before your mom bought it. Just bring it to the vet just in case it has a digestion problem or something :P
