no i don`t think scirca is emnesty. ekacbun/-iNFLUX is also famous for doing the quickscope.

i don`t think they`re the same because their video styles are completely different. they start out with their names in the same-ish font but the rest isn`t the same. plus, they`re not even considered to be the best in the game so i wouldn`t know
