Especially around Henesys, I see low leveled people with a black cap, ripped jeans, black hooded vest and other NX clothing. Is this an event or something?

Yup it was an event. People that made new accounts between some date got some NX stuff.

You had to refer a friend, and your friend was to get to level 20 and they get nx i think, but really that was just it...
