Don't you have to be atleast 75? o-o Anyways, you need an intermediate monster crystal2. Or maybe a basic one. I don't really remember :P

I just did it today, you need to MAKE a Intermediate Crystal Ore 1(100 items lvl 70-80), you CANNOT buy it! I tried =(

Be lvl 75 and talk to Moren. He will ask for an Intermediate Monster Crystal 1. Bring a couple of extras cause I heard he can fail you sometimes. @above: You CAN buy them. My friend gave me one and it worked. You probably got unlucky and Moren failed you.

I watched a lv 103 Get 2nd Skill and he didn't need no Crystal, he just got lv 2 right on the spot. Watched him Meaning sitting right next to him get it.
