I am not sure,but my friends can play maple sea from Israel and it's pretty far from the south east Asia.

Yes Australian's can play both GMS and and MSEA.

I've heard it lags (more than GMS) if we play MSEA. GMS lag is bad enough, so I can't imagine what it'll be like to have evn more lag
