How do TBs or DWs have 4 dex?

Dont TBs start with 20 dex? is it possible to lower that dex to 4? Cuz i saw some1 with 4 dex and he was a TB ( and wow he had 120 dex from equips)(lvl 120)

He used AP resets, I suppose. But I didn't think it was possible for TBs to lower their dex below 20...

your AP resets when you get your 1st job, so you could have 4 dex

DWs don't need any Dex for their job, only str.
